The mass transfer in local institutions, which people contact for various purposes, has been in the news because 6316 employees were involved in it. It is also significant as it is the first general transfer after the establishment of a unified LSG department. It is also a wonder that a transfer list with no room for complaints could be prepared. The LSG department, which was functioning at three levels namely Panchayat, Urban Affairs, and Rural Development, was consolidated for administrative convenience. The current mass transfer has two main objectives. It is to make the work more efficient and to wipe out the stain of corruption that has tarnished the reputation of the LSG department as much as possible.

Many services related to people's daily life depend on LSG institutions. Therefore, there is a delay in getting the service. This delay is also a gateway to corruption. When service is delayed, demanders will try to obtain it through influence or bribery. There are many services in the LSG department which have earned the department a lot of bad reputation. Building permits are one of them. There have been many incidents related to this that led common people to commit suicide. There are officials everywhere who trouble the applicants by setting a fixed charge. From time to time, the government brings reforms to grant various building permits in a timely manner but gradually all of this becomes irrelevant. Similar is the case with other essential services. There is no point in blaming only the officials for the delay in the LSG department. The government should also be ready to reform the laws and regulations that hinder the provision of services without delay. Procedures related to the issuance of many certificates are outdated. Some time ago, the government issued an order that it is enough to self-attest the certificates to be submitted for various purposes. That order was very useful. Now a new amendment has been brought to it. A distinction is made between documents to be certified by the Gazetted Officer and documents to be signed by the applicant himself. The problem can easily be solved if the applicants produce the original certificate on time. This is the case with services from many government offices, including LSG offices. A separate certificate for each purpose is the situation now. Other than adding to the workload, nobody benefits from this.

Many more steps are needed to make the functioning of LSG institutions more transparent. Officials change their offices through mass transfer. Along with this, there must be changes in their attitude as well. Higher officials should ensure that applications are processed within the specified date. If files are not piled up, the chances of bribery will be reduced. A strong vigilance system can prevent irregularities to a large extent. Departmental Minister MB Rajesh said that the employees have been fully trusted in the matter of transfer. The minister should also be able to provide assurance of the services that the people should get from the local department.
