As part of this, the apex court will conduct a detailed hearing on August 16 on the petition filed by the Kannur District Panchayat to allow the euthanasia of stray dogs suspected of being infected with rabies. When the organization of animal lovers alleged that the petition was emotional, the bench consisting of Justices JK Maheshwari and KV Viswanathan clarified that there was no question of emotionalism in this.

The court gave the parties two weeks to file their reply to the petition. The Kannur District Panchayat and the State Child Rights Commission have been directed to provide copies of the petition to the parties. The Animal Welfare Board of India has said that it will soon submit draft proposals to resolve the problem. Former Union Minister Alphonse Kannanthanam said that he too has some suggestions.
