NEW DELHI: Supreme court severely criticized that the law and order situation and constitutional systems in Manipur have completely broken down. Supreme Court's blow came amid repeated demands by the opposition that the Prime Minister should make a statement in Parliament and sack Chief Minister N Biren Singh. With the situation of a no-confidence motion to be taken up for discussion in the Lok Sabha next week, the Center is on the defensive.

Court said that there was a serious failure on the part of the police, including in the incident where Kuki women were paraded naked and made victims of gang rape. "The police have completely lost control and have not been on the scene for two months. Either they have become incompetent to maintain law and order or they are not interested in it,' said the court.

The court asked if the police officers who handed over the Kuki girls to the gang were interrogated. Chief Justice DY Chandrachud ordered the Manipur DGP to appear in person at 2 pm on Monday. A bench comprising Justices JB Pardiwala and Manoj Mishra is considering the case. Supreme Court is considering the plea filed by rape victims requesting that the CBI should not be involved in the investigation and that a special team should be appointed by the court. The court also opined that sending more than 6,000 cases to CBI is impractical.

  2. Why the delay in prosecuting and investigating even heinous crimes?
  3. How many FIRs have the names of the accused? If named, what action was taken to arrest them? (There are more than 6,000 FIRs)

6532 FIRs: Govt

Solicitor General Tushar Mehta announced on behalf of the Manipur government that FIRs have been registered in 11 cases of sexual violence against women. He said that 11 FIRs can be handed over to CBI. It was stated in the report handed over to the court that 6532 FIRs were registered in the conflict. 150 people were killed and 502 people were injured. There were 5101 arson incidents. 252 people were arrested. 1247 people were kept in preventive detention.
