THIRUVANANTHAPURAM: The recommendation of the Administrative Reforms Commission headed by V S Achuthanandan that the Government Secretariat should be relocated to a more appropriate place was rejected by the Senthil Committee. Instead, they suggested exploring the option of preserving the existing building through extensive remodelling, making it suitable for long-term use. The committee highlighted that moving the Secretariat away could pose difficulties for officials required to be present in the legislative house during sessions.
The Administrative Reforms Commission had recommended finding a location around five kilometers away from the current site to replace the Secretariat. Areas like Kochuveli, Karyavattam and Poojappura were identified for potential development into a mini township, complete with shopping malls and staff quarters. However, the Senthil Committee pointed out that this could impose a substantial financial burden on the government.
Immediate implementation of a waste disposal system within the Secretariat was advised. Regular removal of electronic waste (e-waste) should occur every two weeks. To facilitate coordination, each department should appoint a nodal officer.
A system must be developed to enable the public to access file information through a global search function in the e-office platform. Visitor Help Centers should receive complaints issuing e-office receipt numbers for reference. Arrangements should be made with the Visitor Facilitation Center (VFC) to facilitate a fast-track submission system for applications to the Chief Minister, without impeding the right to meet the Chief Minister in person.
For the elderly, weak and physically challenged individuals, provisions should be made including wheelchairs and battery-operated vehicles. Additionally, plans to construct a multilevel parking system both underground and above ground following the demolition of the sheds behind the Secretariat compound should be considered.
To cater to employee needs, accommodations such as hostels and quarters should be provided. Adequate passenger vehicles should be arranged for commuting between the accommodations and the office.
Moreover, van and bus facilities should be established between the railway station and the Secretariat for the convenience of commuting.
