THIRUVANANTHAPURAM: A committee chaired by former Additional Chief Secretary VS Senthil, handed over the report on administrative reforms to be made in the secretariat to the Chief Minister and the chief secretary on Friday. As per the report, special recruitment is needed for the post of secretariat assistant. For sports-dependent appointments, a special qualifying test is required in addition to a departmental test for promotion. The report proposes special competitive examinations for junior staff to be promoted to Assistant and Section Officers to become Under Secretary.

The Cabinet Secretariat in the Chief Secretary's office deals with matters related to the Cabinet meeting.

Those who get jobs as secretariat assistants should first be sent for training at panchayat level, taluk level offices and district level offices. Only after that, the person should be appointed in the Secretariat.

PSC conducts public examination for the posts of secretariat assistant, legislative Secretariat, advocate general office, PSC, audit department and vigilance tribunal. The report, however, proposes a separate exam to the secretariat.

PSC should not recommend secretariat assistants to the finance and legal departments. The PSC should be approached to recommend the appointment as a single unit to the Public Administration Department.

Kerala secretariat subordinate services special rules should include the requirement of passing suitability test conducted by PSC for post transfer appointments, the report says.


General administration should be divided

1 The general administration department should be re-classified into the administration department and special services department.

The general administration (Political) department should be renamed as the general administration (protocol) department.

In finance and legal departments, there are only two tiers between the section and the minister.

2. Departments carrying similar responsibilities should be brought under core sector. Core sector should be placed under the charge of Additional Chief Secretaries / Principal Secretaries on subject wise basis.

3. The Rules of Business should be amended to give charge of each subsidiary department to a Secretary or a Special Secretary. An officer not lower than the Deputy Secretary should represent the department in high-level meetings.
