KOCHI: Fort Kochi Sub-Collector and RDO P Vishnuraj has faced 243 cases in the last two years for not following High Court orders! Of these, 71 are yet to be settled. The rest were closed by submitting the report that the order was implemented. This is the first time that an officer has faced so many cases in such a short span of time. It is a situation where even after spending years and money in a case and getting a favourable verdict, one have to go to court again and spend money and time to enforce it. There are many people who cannot file a contempt case, waiting with a favourable order. Most of the cases are related to land type change.
'Officials are bound to implement the judgments in the writ petitions of the High Court. Contempt of court action can be taken against such arrogance of officials who do not respect orders.'

'It was not an intentional failure. Fort Kochi RDO office has the highest number of land reclassification cases in Kerala. There are more than 35000 applications. That is why the judgment could not be implemented within the time limit.
