KOCHI: Calicut University rejected a young woman's application for a degree certificate 13 years after graduating BA, saying that she was not eligible for degree admission. Then, on a petition filed by her, the High Court ordered to issue the university degree certificate within one month. The order was passed by Justice Basant Balaji. The petitioner who had passed the Vocational Higher Secondary Course in 2003 graduated in English from Kozhikode Govt Arts and Science College in 2006. The provisional certificate was also purchased. She approached the university in 2019 for her graduation certificate to appear for the PSC examination, but no action was taken. The petition was filed in 2020 but there was no result. Then the petitioner approached the High Court.

The University contended that the petitioner had passed Part I and II of the Vocational Higher Secondary Course but had not passed Part III and was therefore ineligible for graduation. The university explained that the students who passed part one and two are declared winners to find employment and only those who passed part three are eligible for further studies. It was pointed out that the petitioner got 14 marks in Chemistry in Part III and did not pass this part. But the petitioner stated that she has got 60 marks in chemistry including practical. The High Court held that the petitioner had been admitted to the degree course and she graduated in 2006 and after many years, it cannot be said that she was not qualified. Following this, the High Court ordered to issuing the certificate within one month.
