THIRUVANANTHAPURAM: A circular from the Technical Education Department has put the Higher Education Minister R Bindu in controversy. The circular has been sent from the directorate to the technical education institutes asking the minister to inform about the projects that can be inaugurated. The circular says that the projects to be inaugurated within the next two months under the Technical Education Department should be notified without delay. The circular was issued by the Senior Joint Director for the Directorate of Technical Education.

Meanwhile, such a circular is without the knowledge of the minister, the minister's office or the principal secretary. Several buildings constructed under the RUSA scheme are to be inaugurated in various colleges. It was earlier suggested that the buildings should be opened quickly in view of the commencement of the new academic year. The name of the minister was added unnecessarily from the directorate to make it stronger and to be taken seriously by the college authorities. College and hostel buildings were constructed using RUSA funds. Most of these are inaugurated by MLAs.
