KOCHI: High Court has asked the government to explain what should be done if the mid-day meal scheme costs more than Rs 8 per child.

Rs 8 is allotted per child to buy items other than rice. Justice TR Ravi sought an explanation from the government when it was argued in the petition filed by the head teachers to get the dues of the scheme that the amount was not sufficient. The centre should also explain whether there is any legal impediment to paying this amount later if the state government gives the central share also for the scheme. The petitions filed by the Kerala Pradesh School Teachers Association and the Kerala Private Primary Headmasters Association are being considered for the demands of pre-allocation of the amount and payment of arrears. The petitioner's lawyer stated that eight rupees is not enough for things including gas connection and they need to find money for eggs and milk. The government replied that school funds and PTA funds can be used for this. Directing to inform how much such funds will total to, the court clarified that instead of arguing it should be examined how the project can be implemented without burdening anyone. The petition will be considered again on 26th.

Funds can be used

School and PTA funds can be used if funds are not available for the lunch program. These funds can also be used to buy eggs and milk. The special government pleader informed that the government has clarified that this amount will be paid later. Rice will be provided by the government. 8 rupees per head is paid for the rest of the commodities.

Funds till September 30th have been disbursed. The petitioners did not submit the bill on time and receive the amount. There is no evidence of out-of-pocket expenditure by teachers.
