THIRUVANANTHAPURAM: The Cabinet meeting approved the district collector's order canceling the circular requiring a KLR certificate to issue a building construction permit in the hilly area of Wayanad. This provision will be effective in other districts as well.
KLR is a certificate issued by the concerned village officer after verifying that the plantation land has been converted under the Land Reforms Act. A building permit will be granted only if it is purchased and submitted to the local authority. Due to the difficulty in producing documents, thousands of building permit applications are pending in the hilly areas. Wayanad District Collector Dr. Renu Raj issued an order to relax the KLR certificates based on the judgments of the High Court in various cases and the directive of the State Land Board Secretary. This is what has been validated.
At the same time, the government also directed the revenue officials to ensure that the new order does not arbitrarily cut and sell concessional land under the Land Reforms Act. It was also suggested that the information should be reported to the Taluk Land Board to file a case against such violations.
