THIRUVANANTHAPURAM: The government has not reinstated the suspended IGP Vijayan despite being recommended twice by the Chief Secretary. It is alleged that the aim is to prevent the deputation in the CBI and the ADGP promotion due in January. Vijayan had been under suspension for six months following police intervention to seek central assistance in apprehending a suspect in a terrorism case.
The suspension resulted in the suspension due to the allegations that the police had lost its credit by intervening with central agencies to arrest Shahrukh Saifi, the accused in the Elathur train burning case. Vijayan, who is also a former head of the counter-terrorism force, is out of the force despite Maoist attacks and incidents of suspected terror links.
His suspension on May 18, without even seeking an explanation for the alleged security negligence towards the accused, was based on ADGP MR Ajithkumar's report. The report claimed that Vijayan had contacted officials responsible for transferring the accused from Maharashtra, thus compromising security. However, Vijayan's involvement in the case was at the direction of DGP Anilkanth. Once it was confirmed that the accused had left Kerala, Vijayan sought assistance from Kerala cadre IG Anoop Kuruvila John, Senior Executive Director at the Central
Cabinet Secretariat. The Intelligence Bureau (IB) coordinated with the Maharashtra-Karnataka Anti-Terrorist Squads, Uttar Pradesh, Delhi Police, and the Railway Protection Force to apprehend the accused.
Although it was the Maharashtra ATS that released the accused's photo and video, Vijayan was also blamed for that. ADGP, IG, SP, DYSP and a media person kept calling the DYSP who brought the accused to Kerala, but Vijayan was the only culprit. The ADGP alleged that the travel route of the accused could have been attacked by terrorists. Vijayan informed the government that the reasons cited for the suspension were false. The Chief Secretary's recommendation was not implemented the first time due to the opposition of the DGP.
