NEW DELHI: The state government has filed a complaint in the Supreme Court stating that the Governor has withheld approval for eight bills including three passed in November 2021. These bills are as follows:

University Act Amendment Bill: This bill pertains to the establishment of an Inter-University Consultative Committee for coordinating academic and examination calendars and the creation of an Appellate Tribunal for dispute resolution.

University Act Amendment Bill: This bill concerns the appointment of the Chairman of the Appellate Tribunal and the constitution of a Dispute Resolution Committee in Autonomous Colleges.

University Act Amendment Bill: This bill aims to amend various provisions of the APJ Abdul Kalam Technical University Act.

Cooperative Societies Amendment Bill (MILMA): This bill allows office bearers of Anand Pattern Cooperative Societies to contest for the Managing Committee of the Regional Cooperative Milk Producers Union and participate in the General Body Meeting.

University Act Amendment Bill: This bill proposes amendments related to the composition of the search committee for the appointment of university Vice-Chancellors, including changes to the age limit of VCs.

Kerala Lokayukta Amendment Bill: This bill was passed on 07-09-2022.

University Act Amendment Bill: This bill concerns the removal of the Governor from the position of Chancellor.

Public Health Bill: This bill aims to streamline measures, including epidemic control in the context of Covid. It was submitted on 06-04-2023.

The Governor's authority to approve bills is specified in section 200 of the Constitution. The decision to accept or reject bills from the President is a matter of calculation. The government emphasizes the need to expedite this process highlighting its importance for effective governance. This issue has prompted a dispute between the Telangana Government and the Governor which is now before the Supreme Court.

Five out of the eight bills relate to amendments in the University Act. Three of these were submitted on November 12, 2021 regarding the role of the Governor as Chancellor. These bills have been pending for over ten months. Additionally, the Kerala Cooperative Societies Distinction Bill and the Public Health Bill are also awaiting the Governor's approval.
