THIRUVANANTHAPURAM: Despite complaints that the governor is not signing eight bills, it's important to note that the Governor must sign 16 bills and two ordinances. Recommendations for appointing PSC members and the Human Rights Commission Chairman have also been withheld. There's a finance bill designed to access funds for government expenses and typically, money bills aren't held back.
The governor doesn't anticipate supporting the government's argument that the failure to sign these bills is causing an administrative crisis. Courts generally don't issue orders against the Governor. There have been few similar cases in the past. The central government should represent the governor. Attorney General R Venkittaramani will be present in this case. An affidavit may be filed by the governor explaining the reasons for not signing the bills. The governor asserts that he hasn't signed bills that are unconstitutional or illegal.
The governor is expected to sign at least five amendment bills by Monday provided they are legally sound and align with central directives. Municipal and Panchayati Raj Law Amendment Ordinances may also be enacted with significant fines and penalties for littering. Recommendations to appoint Chief Justice of the High Court S Manikumar as the Chairman of the Human Rights Commission and Additional Director of Health Jose D'Cruz and High Court lawyer H Joshi as PSC members may be deferred. Recommendations to appoint Prince Kuriakose, KT Balabhaskaran and CB Swaminathan as PSC members have not been submitted to the Governor.
The bills that are set to be signed include amendments to the Co-operative Societies Act to allow Governing Body members of Co-operative Societies to serve three consecutive terms, changes to the Building Tax Act to impose an additional tax on luxury buildings, the Public Health Bill, the Abkari Act Amendment, the Dairy Farmers Welfare Fund Amendment, the Livestock and Poultry Bill, the Pattaya Land Amendment and the Paddy-Wetland Protection Amendment. The government has not provided an explanation to the governor regarding the bill for regularizing constructions in Pattaya land.
After returning from Delhi today, the Governor will discuss the bills with officials. Bills that are not contentious will be signed while controversial ones may be forwarded to the President.
