governor

NEW DELHI: Governor Arif Mohammad Khan is likely to meet Union Home Minister Amit Shah in the incident of the protests staged by the SFI towards him. Minister of State for External Affairs V Muraleedharan had met the Governor yesterday. The center is seeing the leak of the governor's route map seriously.

SFI workers coming near the car is also a major security breach. There are also plans to introduce CRPF security. The governor, who is in Delhi, is in a move to secure support against the state. It is reported that these things were discussed in the meeting with V Muraleedharan at Kerala House yesterday morning.

The Governor is planning to give a report to the central government and the President that the attempt to attack him, the head of the state on the road is a serious breakdown of law and order. It is reported that the security of the central force will also be demanded.

Once the report is received, the union home ministry will seek a report from the chief of police regarding the security breach. Will also be summoned. A report can also be sought from the chief secretary. Kerala Kaumudi had reported yesterday that stopping the governor was a law and order issue.

The Raj Bhavan has sought an explanation from the chief secretary and DGP. Once this is received, a report will be sent to the Centre. The protests on the road are being sent as a separate report.

The IB has reported that the governor having Z -plus security was not provided that. Meantime, the security review committee will convene an emergency meeting to assess the security breach of the governor. Home secretary, police chief, intelligence chief, security IG and IB deputy director are in the committee. If there is a lapse in providing security, it will be solved.

Meantime, rumors are rife that the governor may recommend President's rule, saying the SFI protests are a deterioration of law and order. However, it is indicated that even though the governor may recommend that the law and order situation has deteriorated and that President's rule be implemented, such a move may not happen.
President's rule is imposed when the government fails to perform its constitutional duties and becomes untenable. Presently there is no such situation in Kerala. The Supreme Court ordered that President's rule should be implemented only as a last resort.

The high court also ruled that the Governor is not an agent of the Center and should exercise discretionary power in important matters by canceling the President's rule in Uttarakhand. President's rule will be imposed under Article 356. It can be taken up to a maximum of three years. It has to get the approval of the Lok Sabha and Rajya Sabha.
