THIRUVANANTHAPURAM: Government has decided that for the time being the state deputation reserve on the IAS model is sufficient only from public sector institutions in the second batch of the Kerala Administrative Service (KAS). The committee chaired by the Chief Secretary found 150 posts at the senior manager level from public sector institutions including KSEB and KSRTC. About 50 of these are technical qualification posts like B.Tech. Confusion continues as to whether these should be included in the deputation reserve or not. The final decision will be taken by the Chief Minister. Preliminary steps have been taken to amend the special rule for the creation of a deputation reserve. Efforts are being made to bring the amendment within six months.
In the first batch of KAS, 105 people were appointed from 29 departments. The government decided to find and appoint on deputation reserve on the IAS model since they will remain in the same post for eight years. One-third (35) of the 105 cadre posts will be made deputation reserve. It is 25 percent in IAS. The practice of the Center making appointments in the posts falling vacant when officers go on deputation will be implemented in KAS as well. At present four KAS officers are posted in KSRTC.
Second notification delayed
Uncertainty continues regarding the release of KAS 2nd batch notification. It is indicated that there will be a notification only after the general elections. It was earlier decided to issue the notification on November 1st. It was stipulated that the notification should be published once in two years, but it was not done. PSC can publish notification in the name of anticipatory vacancy even if no recommendation is made by the government. The recruitment process can be started later, as soon as the vacancies are available.
