THIRUVANANTHAPURAM: The government is embarking on consolidation of education from high school level to higher secondary. For this purpose, a special committee, which examined the recommendations of the Dr. MA Khader Committee report in detail, prepared a draft of the special rule and handed it over to the Department of General Education. The authorities took further steps. The changes will come into effect once the special rule comes into force. Minister V Sivankutty informed that it will be implemented from the next academic year.

With the implementation of the reform, class VIII to class XII will be known as secondary. Teachers from grades 8 to 12 must have a master's degree. The minimum qualification for teachers teaching classes 5 to 7 will be graduation. The qualification of teachers of classes 1 to 4 may continue to be Plus Two and D.EL.Ed but from 2030, they will need a degree and professional qualification. Junior teachers of higher secondary will become secondary teachers. Junior teachers with eight years of service shall be of secondary school grade one. This is also applicable to VHSC teachers. Junior teachers will continue to be promoted based on seniority to fill vacancies caused by the retirement or otherwise of senior teachers in higher secondary. High school teachers who are qualified to become secondary teachers (with PG) will be included in the secondary deemed category. They will be considered for secondary teacher vacancies after the special rule comes into force.

High Schools Lower Secondary

  1. Schools with classes up to Class XII will be known as Secondary Schools
  2. Schools with classes only up to class 10 will be known as lower secondary
  3. Schools with classes only up to 7th class will be primary schools
  4. Schools with classes only up to four/five will be lower primary schools
