THIRUVANANTHAPURAM: The budget session started with Governor Arif Muhammad Khan's policy address speech. The policy address was quite dramatic. After reading only the last paragraph of the speech, the Governor left the House in minutes.
Chief Minister Pinarayi Vijayan and Speaker A N Shamseer received the Governor who reached the house at 9 am. The Governor did not shake hands with the chief minister while receiving him. The Governor handed over the bouquet given by the chief minister, to his aide and then hurriedly walked into the house without paying attention to anyone. The Governor didn't even try to smile at the chief minister.
After the National Anthem was played, the Governor reached the Speaker's dais and solemnly said a few introductory words and announced that he was reading the last paragraph. After reading the last paragraph, the governor left the house immediately. With this, today's proceedings of the house ended. The governor refused to respond to the media after coming out of the building.
There was serious concern whether the governor would read or leave out the anti-central remarks in his policy address. Even during the swearing in of two ministers at the Raj Bhavan, the governor did not look at their faces. Similar scenes were witnessed in the house today also.
The governor and the government have been at loggerheads over making decisions on pending bills passed in the assembly.
