KOCHI: High court has strictly instructed that the directives of the circular issued on January 30 regarding the behaviour of the police towards the people should be implemented immediately. Justice Devan Ramachandran made this clear to the state police chief Sheikh Darvesh Sahib who appeared in the court online. The new circular was produced in the court today.
Since 1965, around 10 circulars have been issued in the police force to avoid misbehaving with people. The court held that the repetition of the circular meant that the misconduct was continuing and reminded them not to issue another circular. The court should be notified within three weeks of the implementation of the directions. The DGP informed the court that he is trying to clean up the police force.
Training is given during training and in-service regarding behaviour towards people. The new circular was issued as directed by the court. Two days ago, an online meeting of the force members was called and instructions were given. DGP informed that strict action has been taken in isolated incidents.
Justice Devan Ramachandran said that even a few incidents can tarnish the dignity of the police chief and alienate the people from the police. Kerala Police is the best in the country. Most of the officials are doing a commendable job. The court asked why some police officers have an arrogant attitude. The DGP said stress and work pressure could be the reason. The court asked whether a reprimand is sufficient when the DGP's circular itself is violated. The court said that nothing can be done in the name of pressure.
SI's apology in court
Alathur ex-SI VR Rineesh apologized in the high court for misbehaving with lawyer Aquib Suhail, who appeared at Palakkad Alathur station with a court order to hand over the vehicle. The apology was given through the lawyer. Rineesh and Station House Officer TN Unnikrishnan were present in court.
Justice Devan Ramachandran asked the SI whether he was not aware of the High Court's order and the police chief's circular. He said that if the court uses such language, it will have to face impeachment proceedings. The government counsel pointed out that the SHO was not present at the station when the incident took place.
The High Court Lawyers Association argued that such incidents would not occur if senior officials took strict action. The DGP had earlier informed that Rineesh had been transferred. Earlier, when the case was heard, the court had said that the police officers should stop using 'Eda, Poda, Nee'.
