NEW DELHI: The Congress Working Committee has finalized a manifesto containing 25 assurances as an alternative to Narendra Modi's 'guarantee'. The assurances include 50 percent reservation for women in central government jobs, a special Dalit budget, increasing Dalit and OBC reservation, introduction of caste census etc.
25 assurances will be presented to the voters along with the five nyay guarantees announced during Rahul Gandhi's Bharat Jodo Nyaya Yatra. AICC General Secretary KC Venugopal informed that the promises will be disseminated at the grassroots level.
The assurances are as follows:
1. Hissedari Nyay
Social, economic and caste census
Constitutional amendment to remove 50% reservation limit
Special budget for scheduled caste/scheduled tribe
Scheduled Areas will be designated in all habitations where STs are the predominant group under the Apni Dharti, Apna Raj provision
2. Kisan Nyay
Minimum support price determined by the Swaminathan formula
Relief to farmers through the establishment of a loan waiver commission
Insurance payouts within 30 days of crop damage
Import and export policy for agricultural products
Farming inputs will be exempted from the GST
3. Shramik Nyay
Will establish a Right to Health law for workers
Free medicine, treatment and check up
Minimum wage of Rs 400 per day
Employment Guarantee Act in cities
Accident insurance for unorganized workers
The contract system will be abolished in government jobs
4. Yuva Nyay
30 lakh new central government posts
One-year apprenticeship for all educated youth with a salary of Rs.8500.
Social security for temporary workers
Introduction of stringent enforcement of laws to eliminate question paper leaks
Establishment of Rs 5000 crore startup fund
5. Nari Nyay
Will provide Rs 1 lakh per year to one woman in every poor family
50% reservation for women in central government jobs
Central allocation for ASHA, Anganwadi and mid-day workers will be doubled.
Adhikar Maitris will be appointed in villages for the protection of women's rights.
