KANNUR: The arguments mentioned in the anticipatory bail plea of P Divya, former district panchayat president of Kannur, accused in the suicide of ADM Naveen Babu, are falling apart one by one. Divya had said in her anticipatory bail plea that she had received complaints from many that Naveen Babu was delaying files and apart from Prasanthan Gangadharan had also complained against Naveen Babu. However, K Gangadharan, a retired teacher of Kuttiattoor said the complaint to the vigilance did not say that money was accepted or there was corruption. Gangadharan also said that the complaint has nothing to do with the present controversies.

Divya had mainly laid out the facts that the collector had invited her to the ADM's farewell meeting, Prasanthan, who was about to open a petrol pump, had to spend money to get the NOC, and that K Gangadharan had filed a vigilance complaint on September 4 against Naveen Babu. The Collector had given a report on the first day that Divya had come to the meeting without being invited. The Collector also gave a statement yesterday that Divya was not invited. With this, the argument that she came to the meeting after being invited has become completely weak.

In the complaint, Gangadharan has expressed his suspicion that the revenue officers including the ADM did not cooperate in canceling the action of the village officer who had issued a stop memo for filling the place with soil and the influence of the opposing parties behind this. His complaint alleged abuse of authority and lack of responsibility from the side of the officers and demanded to investigate the lapses and resolve his grievances. There has been no further action from the side of the vigilance including taking a statement on the complaint. Gangadharan had also filed a complaint with the Human Rights Commission. Out of that, two were rejected and no action was taken on the third one. The revenue department's action was following a complaint made by the locals to the collector that they should stop the flow of water into the field at Gangadharan's place and fill it with earth.

It is also stated in the bail plea that Prasanthan had to spend money to get NOC for opening a petrol pump. However, reports had also surfaced that the signature of the complainant is fake. It is already clear that Prasanthan's signature is different on the petrol pump lease agreement with Fr Paul and on the bribery complaint. There is also a difference in the name. The name in the lease agreement is Prasanth. However, in the complaint copy, it is mentioned as Prasanthan TV Niduvalur.

Father Paul had clarified that the contract was signed by Prasanthan himself. The discrepancy in the signature and name confirms the suspicion that the complaint was prepared after Naveen's suicide. In the complaint, Prasanthan alleged that the NOC was granted to the petrol pump on October 8. However, as per official documents, Naveen granted the NOC on October 9 at 3 pm.
