NEW DELHI: Education Minister Dharmendra Pradhan released the draft prepared by the UGC in connection with the new National Education Policy on the qualifications and appointment of staff from vice-chancellors to faculties in universities and colleges.
The requirement of graduation in the same subject in undergraduate, postgraduate, PhD and UGC NET has been waived for recruitment as faculties. Candidates should be considered even if Bachelor's and Master's degrees are in one subject and PhD and net qualification degrees in another subject. UGC Chairman Prof M Jagadesh Kumar said that the aim is to recruit faculties with expertise in different fields in higher education institutions. Emphasis will be placed on academic excellence, starting with the publication of papers.
Contract employment only if required
In case of necessity, contract appointment for six months can be made for the vacant teaching posts. The appointment shall be for one academic year only. No compromise on qualifications and wages.
Experts and professionals from other fields can be appointed as professors of practice. These rules shall not exceed ten percent of the total sanctioned posts.
Direct recruitment to the posts of Assistant Professor, Associate Professor and Professor should be through Selection Committee by inviting applications through All India Advertisement.
The selection committee should have one faculty representing Scheduled Castes, Scheduled Tribes, OBCs, Minorities and Women.
PhD degree is a mandatory qualification for promotion to the posts of Assistant Professor, Associate Professor and Professor.
Leave is not a right. The person granting the leave shall have the discretion to refuse or withdraw it in case of emergency.
