According to the order, government agencies can deny funds to schools that include transgenders in girls' teams. It is US policy to cancel funds for programs that deny women and girls fair opportunities in sports. The order said such denial of opportunities silences women and girls and leads to a loss of their privacy.

Trump said that with the order coming into effect, the war in women's sports is over. Trump added that the proud tradition of female athletes will be preserved and that men will not be allowed to injure or deceive women and girls. Trump stated that from now on, women's sports will be for women only. Trump is also trying to pressure International Olympic Committee to change its rules regarding transgender athletes. Trump is trying to implement this before the 2028 Los Angeles Olympics.
