Stray dog attack: Person in coma receives Rs 25.69 lakh compensation

THIRUVANANTHAPURAM: The government will provide compensation of Rs 25.69 lakh to Naveen Kumar (42), a resident of Nagalassery Panchayat, Palakkad, who fell into a coma for three and a half years after being attacked by a street dog. This action is based on the 40th report of the Justice Siri Jagan Committee, which aims to compensate victims of street violence in the state.

Naveen Kumar, a workshop mechanic was attacked on the night of September 18, 2020 while returning home from work on his bike. The severe injuries including head trauma, led to his prolonged coma. The decision to grant substantial compensation was made by the Justice Siri Jagan Committee after observing the family's distress, which includes three daughters.

The committee's report, submitted to the government on November 13, 2023, recommended allocating a total of 39.39 lakh rupees for 32 individuals affected by street violence.

The government estimates that around one lakh people become victims of street violence annually including fatalities and injuries to two-wheeler passengers.

To claim compensation, individuals need to submit applications along with bills for medical treatment and vehicle repair expenses to the local authorities.

Following the incident, the local body committee will conduct an inquiry and the fixed compensation amount will be communicated to the Supreme Court for approval.

Once approved, the Supreme Court will issue directives to the state government regarding the disbursement of compensation.
