Good news for apartment owners; thandaper for each flat in multi-storey complex; pay taxes under owner's name
THIRUVANANTHAPURAM: A separate Thandaper and possession certificate will be issued for each flat in multi-storey complexes. The order will be issued very soon. The main advantage is that the flat owner will get the right to pay taxes under his own name. The obstacles faced in mortgaging flats and selling flats facing foreclosure will be eliminated.
Land Mutation is now being allowed by considering the entire land on which each complex stands as a single Thandaper. Flat owners were not able to pay taxes in their own name. The new decision is based on the recommendation given to the government by the Land Revenue Commissioner to resolve this crisis. Ahead of issuing the order, an official-level discussion was held yesterday under the chairmanship of Revenue Minister K Rajan. The process was completed after removing technical obstacles in five years.
Parent deed for the land, sub-number for the flat
A parent deed will be issued for the entire land on which the flat complex stands. Each flat owner will be issued a separate sub-number including the parent deed. Land Mutation can be done and the tax can be paid under this. Necessary changes will be made in the ReLIS portal, which stores Thandaper information online. The village officer will be able to issue land ownership certificates in the name of the flat owners. Changes will also be made in the online module e-District for this.
Around two lakh flats
According to government estimates, there are around two lakh flats in the state. Most of them are in Ernakulam, Kottayam and Thiruvananthapuram districts. The government has constructed 17,000 flats under Tsunami, Theeramythri and LIFE projects. The government has not done Land Mutation of the flats.
