THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan once termed that every file had a life within. It was part of the advice to speed up file movement. Despite all these efforts, the piles of files only keep mounting in the office. Although the Adalat announced that all files would be cleared by August 31, only 65,611 (21.62%) have been cleared in the Secretariat so far. 1,68,652 (19.55%) in the offices of the heads of departments. 2.05 lakh files are pending in the 49 departments of the Secretariat alone.
In the cabinet meeting held on Wednesday, the CM urged the chief secretary and the ministers to show more enthusiasm in speeding up file movement. The cabinet decided to intensify the file adalat. The ministers were informed about the progress in the departments. The progress of file disposal will be assessed by the Chief Secretary and the secretaries. The Chief Secretary is responsible for the supervision at the official level. Every month, a progress report should be presented at the cabinet meeting. Ministers should assess the file disposal once in two weeks. The ministers' offices should ensure that the file adalat is being conducted with proper monitoring.
The highest number of files was cleared in the Planning and Economic Affairs Department - 50%
Public Administration - 48.62%, Expatriate Affairs - 46.30%, Finance - 42.72%, Law - 42.03%.
The highest number of files was cleared by the department heads in the Public Works Design Department - 76.27%. The figures are as follows: Military Welfare - 72.24%, State Insurance - 64.41%, KSEB - 57.21%. The highest number of files to be cleared is in the Local Government Department and the Local Government Principal Directorate. Only 8.27% of files were cleared in the Local Government Department of the Secretariat, 7.97% in the Scheduled Castes and Scheduled Tribes Development Department, and 6.66% in the Cultural Department.
