The ownership of a property is complete only when the registered property is mutated in its owners' name and tax is paid. Not even loans are available for a land document that cannot be mutated due to complications. So mutation is the most important factor regarding a property. Our ownership is passed on to the buyer when we sell a property. In the old days, one had to go to village offices multiple times to complete land mutation and pay tax. With the advent of Akshaya Centers, tax payment has become very easy. But the condition exists that if a new property is registered, one has to visit the village offices and taluk offices multiple times for the first property mutation. When one goes to the village office, he is told that his number is yet to come from the taluk office. The property registrant, should then go to the Taluk office and pressurize them to send the number to the village office. For this, there are specific regulations related to these offices. Things will be easy for those who follow that path.

All the fees fixed by the government should be paid while registering the property itself. In this age when everything is digital, if the mutation is done on the same day of registration, the suffering and inconvenience that people will be spared are not small. It will be beneficial for expats especially. There are people who come from abroad only for property registration. They will be in the country only for a few days. If the property registration and property mutation are completed in the meantime, they can go back peacefully. Therefore, people are looking forward to the statement made by Minister VN Vasavan in the Legislative Assembly that the property mutation system will be implemented on the same day of property registration. This should not be just a declaration. It should be implemented as soon as possible. Minister has informed that arrangements will be made in all 315 Sub-Registrar offices for this purpose.

It will take weeks to get the property documents after the registration. It is also welcome that the minister said that steps will be taken to change this and return the documents on the same day. Modern digital systems have developed so much, if its benefits are made available to the people, the situation of multiple visits to offices for property mutation can be avoided completely. It is good to prepare the land document through digital technology. Urgent action is needed to implement such measures as soon as possible.
