12 crores needed for free water, water authority struggling without money

ALAPPUZHA: While priority groups in Kerala need free water worth more than Rs 12 crore per year, the Water Authority has not been able to find the funds for it. Up to 15,000 litres of water have been made free to priority groups per month since 2008. The government or local bodies usually pay the water authority for the water provided to the poor. However, the Water Authority is yet to receive about Rs 8 crore till 2023.

Although Rs 8 crore was allocated for electricity charges last year, the Water Authority, which is reeling under financial crisis, is still unsure about continuing the project. Six lakh families belonging to the priority category were under consideration for the free drinking water scheme in Kerala. However, with the introduction of the Jaljeevan scheme, the number of drinking water connections increased from 18 lakh to 46 lakh and the number of BPL beneficiaries increased. In addition, more than ten lakh people have applied for the BPL concession for the financial year 2024. In short, more than Rs 12 crore will be required annually for the free drinking water scheme.

The state budget has not allocated any funds for this. The Kerala Water Authority is unable to continue the subsidy provided to BPL consumers in the absence of non-plan grant from the government. The project can be continued only if an amount equal to the subsidy is provided as a grant or non-plan fund. The Water Authority Board meeting has submitted a recommendation to the government for this.
