
THIRUVANANTHAPURAM: Police and Motor Vehicle Department (MVD) have issued a strong warning against minors riding motor vehicles. Officials said that those under 18 caught riding vehicles may be sent to a juvenile home, and adults who allow them to drive will also face strict action. Authorities warned that offenders cannot escape by simply paying a fine and may face up to six months in jail.
During a special inspection drive launched in Thiruvananthapuram city in recent days, police caught nine minors riding vehicles. Steps are being taken to register cases against the adults who gave them the vehicles. The inspection will be extended to other districts as well.
To prevent minors from driving, the Central Motor Vehicles Act was amended in 2019 to include stricter penalties, including imprisonment. However, the law was not strictly enforced in Kerala and some other states. With accidents involving underage drivers becoming frequent, authorities have now decided to implement the rules strictly.
Fine of Rs 25,000, six months' imprisonment
1. If a minor is caught driving, the registered owner of the vehicle or the person in possession of it will be treated as the main accused. The punishment includes a fine of Rs 25,000 and up to six months’ imprisonment. The vehicle’s registration certificate (RC) may also be suspended.
2. The minor will be produced before the Juvenile Court. Depending on the nature of the offence, the child may be sent to a juvenile home. The minor will also be barred from applying for a driving licence until the age of 25.
Juvenile offenders using stolen bikes
Police also said that many juvenile offenders are found riding stolen bikes. According to officials, minors involved in drug trafficking and chain-snatching gangs often use stolen vehicles. Many underage riders are also engaged in street racing. Police have received information that some of those involved in racing are under the influence of drugs.
