THIRUVANANTHAPURAM: Opposition is mounting against the draft amendment to the renewable energy regulations, which proposes sweeping changes to the existing laws regarding the purchase of surplus rooftop solar power by KSEB (Kerala State Electricity Board). Over 1,600 organisations and experts have registered to participate in the online public hearing that began on Tuesday. In response to the high turnout, the Kerala State Electricity Regulatory Commission has decided to extend the hearings by two additional days.
Initially scheduled from July 8 to 11, the hearings will now also be held on July 15 and 17. The session scheduled for July 9 was postponed to July 16 due to a general strike. Registered participants will receive their allotted date, time, and the meeting link via email and WhatsApp. Each participant will be given 5 minutes to present their views.
The proposed changes primarily aim to regulate the supply of surplus electricity to KSEB from rooftop solar systems. The objections are primarily over proposals like mandating battery storage for systems with a generation capacity above three kilowatts, and placing restrictions on withdrawing an equivalent amount of electricity from KSEB — at the same rate — as what was supplied to the grid during the day.
Commission Chairman T.K. Jose assured that the final decision would be taken only after a thorough study and careful consideration of all feedback. A maximum of 140 people will be allowed to present their opinions each day.
