
THIRUVANANTHAPURAM: The Kerala government has prepared the framework for a Nativity Card that will certify a person as a native of Kerala by birth. A bill related to the card is likely to be introduced during the current session of the Assembly.
People born outside Kerala will also be able to apply for the card, subject to certain conditions. The Tahsildar will issue the Nativity Card based on an inquiry report submitted by the Village Officer. If there is any objection to the Tahsildar’s decision to grant or reject the card, an appeal can be filed before the Revenue Divisional Officer (RDO). If there is still dissatisfaction with the RDO’s order, a revision petition can be submitted to the District Collector.
Two conditions
1. Both parents must have been born and brought up in Kerala, or
2. One parent must have been born and brought up in Kerala and the other in another state, but both should have settled permanently in Kerala after marriage.

How to apply
1. Applications must be submitted to the Village Officer through the e-District portal.
2. The Village Officer will conduct an inquiry and forward the report to the Tahsildar.
3. After verifying the application and report, the Tahsildar will issue the Nativity Card.
Benefits of the card
1. The photo identity card will officially confirm a person’s birth and permanent residence through the state government, providing greater security.
2. The card can be used as a beneficiary identification document for various state government services.
