Huge blow for expat bachelors in Kuwait; authorities to introduce change in residential housing policy

KUWAIT: A recent report claimed that Kuwait is planning to introduce an important change in residential housing policy by regulating expatriate bachelor accommodation in family neighbourhoods. A draft law aimed at banning the accommodation of expatriate bachelors in family neighbourhoods has been submitted to the cabinet. The draft law was prepared and submitted under the leadership of Fahd Al-Shoula, Minister of State for Municipal Affairs and Communications Affairs. The draft law was handed over after getting approval from the Fatwa and Legislation Department.

One of the key provisions of the proposed law is banning expatriate bachelors from renting residential units or parts thereof in the family residential and private housing sectors. Moreover, the provision states that if the landlords rent the houses to persons not covered by this prohibition, they must provide a copy of the lease agreement to the municipality for approval by the regional mayor. Lease contracts of those who grant accommodation to expatriate bachelors by violating this rule shall be void.

Additionally, the landlords will have to face legal issues as well. Meanwhile, domestic workers are reportedly exempted from the scope of this law. A clear picture regarding fines for violators can be obtained only if the law comes into force. The maximum fine is likely to range from 1000 dinars to 5000 dinars.
