Kuwait enforces rigorous procedures for issuing and renewing civil cards to expat bachelors 

KUWAIT CITY: Kuwait is set to introduce strict procedures for issuing and renewing civil cards to expatriate bachelors. Kuwait's Public Authority for Civil Information issued an order in this regard. A thorough examination of rental contracts of non-resident bachelors arriving in the country and scrutinizing the owner's signature has been included as part of the tightening of procedures.

The report stated that the Public Authority for Civil Information has collaborated with a committee to address concerns about unmarried people living in private and residential areas and to ensure accuracy in locations reported through cross-referencing civil cards. Khalid Alshammari, official spokesman of the Public Authority for Civil Information, said that an address list will be prepared to ban the accommodation of unmarried people in private homes. Self-initiated mechanisms are also in place to enforce this regulation.

Meantime, draft law aimed at banning the accommodation of expatriate bachelors in the special residential area of Kuwait was submitted to the cabinet earlier. The draft law was prepared and submitted under the leadership of Fahad Alshaula, Minister of State for Municipal Affairs and Communications Affairs. The draft law was handed over after approval by the Fatwa and Legislation Department.

One of the key provisions of the proposed law is banning non-resident bachelors from renting residential units or parts thereof in the family residential and private housing sectors. The provision also stated that if the accommodation owners rent out the houses to persons not covered by this prohibition, they must provide a copy of the lease agreement to the municipality for approval by the regional mayor.
