THIRUVANANTHAPURAM: Higher education policy changed. Budget announcement that foreign university campuses will be allowed in Kerala. This is after it was decided to allow private universities. Stamp, transfer and registration duty exemption, electricity and water charge subsidy and tax exemption will be provided as per UGC guidelines. Single window system for clearance.
The CPM's position so far was that the UGC guidelines for foreign universities were not transparent and needed serious deliberation.
Universities ranked within the top 500 in global rankings are allowed to operate in the country. Deakin and Wollongong Universities in Australia will soon open campuses. 48 universities have expressed their willingness to the Center to start campuses. It is the UGC that gives permission to foreign universities and it does not even need permission from the state. Foreign syllabus and teachers will be available in universities here as well. Campuses can be started along with the colleges here. Self-financing medical and engineering colleges are trying to partner with foreign universities.
