THIRUVANANTHAPURAM: With the implementation of the Model Code of Conduct, a screening committee headed by Chief Secretary Dr V Venu and Deputy Chief Secretary, Public Administration Department, K.R.Jyothilal will steer the administration works of the government.
Approval of the Election Commission is required for the implementation of government decisions, allocation of funds, allocation of funds, transfer of employees, implementation of previously announced schemes, relief, and appointments. The Screening Committee decides the matter to be sent to the Commission for this purpose.
The Chief Secretary/Principal Secretary/Secretary of the respective departments will also be there to make decisions related to the departments. This will continue until the end of the Code of Conduct. The committee meets every Monday at 11 am to review government decisions and actions. The files will be examined and sent to the Chief Electoral Officer along with a note explaining the urgency of the matter. Files should not be sent to the Election Commission without the knowledge of the Screening Committee.
Even the day-to-day activities of the government are regulated because of the model code of conduct. The screening committee was appointed to ensure that plans and decisions are not delayed until the election process is over. The Election Commission will consider the government decisions only if the committee confirms that it doesn’t fall under the purview of the code of conduct. The approval of the commission is also required to implement the decisions of local bodies, universities, autonomous bodies etc.
