Brahmapuram corruption case to continue; vigilance court rejects acquittal plea; notices issued for 12 accused including former minister CV Padmarajan

THIRUVANANTHAPURAM: The vigilance court has issued notices to 12 accused, including former minister and Congress leader CV Padmarajan, in the Brahmapuram diesel plant corruption case. Special Vigilance Court Judge MV Rajakumara rejected the discharge plea of the accused. The court observed that whether the accused were involved in corruption can be decided through the trial. The court also said that the argument that the accused were not involved in corruption cannot be fully accepted. The case pertains to alleged corruption in the contract signed with a French company to install a diesel power generator.

C V Padmarajan was the power minister in the K Karunakaran government in 1991. On December 14, 1993, french company SEMT Pielstick entered into an agreement with the government. Four diesel generators were purchased from the company at a higher price. The vigilance case is that the state exchequer suffered a loss of Rs 4.5 crore in this transaction.

Apart from Padmarajan, former KSEB chairpersons R Narayanan and YR Murthy, member (accounts) R Sivadasan, former chief engineers Chandrasekharan and CJ Bertrom Neto, member (civil) S Janardhana Pillai, NK Parameswaran Nair, former secretary G Krishnakumar and Debashish Majumdar, an Indian agent of the French company and a native of Mumbai, are the accused in the case. The case was registered in 1999 during the tenure of the LDF government.

Agreement signed without permission

R Narayanan, the then chairman of KSEB, signed the deal in France without government approval under the cover of the government's decision to set up conventional power projects. It is alleged that CV Padmarajan later gave permission to the contract without the permission of the government.
