Development document received widespread acceptance: M V Govindan

KOLLAM: CPM state secretary M.V. Govindan stated that the development document 'Navakeralathe Nayikkan Puthuvazhikal' (New Ways to Lead New Kerala), presented by the Chief Minister at the state conference, received widespread acceptance among the delegates. The delegates described this document as the declaration of finding new ways forward amidst the central government's harsh neglect of the state. He also mentioned in a press conference that suggestions were received to further refine the document.

"The representatives proposed various recommendations, including utilizing digital technology for implementation of directives in the document, ensuring execution is based on social justice, prioritizing the agricultural and tourism sectors, safeguarding employment in agriculture while introducing mechanization to enhance profitability, attracting the younger generation to farming, strengthening interventions to prevent wildlife attacks, and improving sand mining from dams to increase revenue. These suggestions will be incorporated into the development document before presenting it to the public. Once the implementation phase begins, approval will be sought from the LDF," Govindan said.

"Black sand is one of the most valuable resources for the nation's economy. However, the key concern is how to utilize it effectively. Is the state able to fully harness the available sand? If the sand from Kerala’s rivers and dams can be utilized efficiently, it would significantly contribute to the state’s progress. These resources must be put to proper use," he said.

Decision on cess to be made later
The specific sectors where the proposed cess will be applied will be decided later. The cess will be broad-based, covering multiple areas. The policy aims to generate the necessary financial resources for the state. This is not a unilateral decision but one that will be taken forward with public support. Private sector participation will only be considered in situations where a public sector enterprise cannot be sustained. There is no intention to sell any public sector enterprises. The discussions on the party’s activity report were conducted in a healthy manner, Govindan said.

Reception committee chairman K.N. Balagopal and general convener S. Sudevan also participated in the press conference.
