KANNUR: The police charge sheet named former Kannur District Panchayat President PP Divya as the sole accused in the death of ADM Naveen Babu. The charge sheet states that Divya's speech prompted Naveen Babu to commit suicide. The charge sheet will be submitted to the court as soon as the DIG's permission is received.

The charge sheet states that Divya planned to humiliate Naveen Babu in advance. Despite not getting invited to the farewell function, Divya went there with the sole agenda of humiliating the ADM. Divya arranged for a local channel to film the video. The charge sheet also states that Divya circulated the footage of the speech from her phone. Naveen Babu's suicide note has not been found. The investigation team also stated that nothing leading to the murder had been found in the scientific examination.

The investigation team recorded the statements of 82 people, including Naveen's family members. The charge sheet is about 400 pages long. The charge sheet will be filed in the Kannur Judicial First Class Magistrate Court. The investigation report of the Land Revenue Joint Commissioner also underscores the allegation that Divya is responsible for Naveen Babu's death. There is no evidence of Naveen taking bribe for allowing a permit to the petrol pump. The Revenue Department has forwarded the report to the Principal Secretary and the Chief Secretary.
