The pipe crisis that has been blocking the freedom of movement of around 100 households in Anayara in the capital city for more than three months is yet to be resolved. The rotation kit imported from China to replace the damaged part of the machine used for burying the pipe underground reached Delhi last Saturday, but could not be picked up due to delay in getting customs clearance. Official proceedings in this regard raise two important questions. The motor part of the machine was not functioning at the stage of laying the huge pipes underground in front of the houses for 105 days. Is the country short of a machine part good enough to replace it? If rotation kit is manufactured only in China, what kind of machines are used for sewage work like this in other cities of the country? Should a country capable of building sophisticated launch vehicles and advanced satellites to take humans to the moon have to make so many families suffer as they can't find a piece of machinery that can be used to drill the ground?
It must be remembered that this is happening in an area right under the nose of the Water Authority. Why is no one with a sense of responsibility, including the minister, intervening in the problem to solve the misery of the people. This is not a problem that should be seen as a normal government affair. Is there a thought that the work can be extended for any length of time as the locals aren't taking extreme measures? Why can't the officials in charge realize the gravity of the situation? Knowing in advance that the machine part would arrive at the Delhi airport on Saturday, the officials should have completed the procedures and tried to receive it by hand. Is it not possible for the officials to look after the customs clearance soon? There are many officers are working in Delhi for the needs of the state. What are they doing there? Is their duty only to look after the affairs of ministers and VIPs who come to Delhi? Is it not possible for any of them to agree to deliver an imported machine part for the water authority in time? This shows the bureaucratic attitude that no matter how much the people suffer, it does not matter to them. There is no other explanation than this for the indefinite delay of pipe-laying, which holds the entire household of an area hostage.
The company contracted to lay the pipe laid the pipe in front of the houses and left the site, but the authorities did not show any sign of sight for three months. They woke up when the media reported the plight of the locals. Excavation of land and laying of pipes is a regular work under the Water Authority. It's not unheard of for a machine to break down for months at a time. The Water Authority is putting before the people the arguments that fool the people in connection with the laying of pipes in Anayara. Suffice it to say that the locals were taken aback when the irresponsibility was coupled with complete mismanagement.
