THIRUVANANTHAPURAM: After the digital re-survey is completed, the government is planning to introduce a bill in the special assembly session in October or November to grant ownership rights to those who have excess land than what is in the revenue records. The draft bill is under consideration. For example, if a person has 50 cents of land in their name in the revenue record, but the survey shows that they have an additional 5 cents of land, they will be given ownership rights to that land as well.
However, there will be conditions such as the land not being encroached upon, not being involved in any disputes, and not being government land. The new law will be enacted with the slogan "Land for all, record for all land". The government will not take away the excess land, but will instead regularize it and give ownership rights to the landowner. Also, if the survey shows that the land is less than what is recorded in the revenue record, no action will be taken.
The digital survey, which started on November 1, 2022, has so far been completed in 201 villages, and notices have been issued under section 9(2). The survey is expected to be completed in 1555 villages within four years. After the notice is issued under section 9(2), if any errors are found, the landowners can file an online complaint with the survey director, which will be resolved and a final notice will be issued.
