THIRUVANANTHAPURAM: Human Rights Commission Chairperson Justice Alexander Thomas said that a committee should be formed including municipal, police and public works officials for permanent resolution of complaints such as removal of illegally placed billboards on footpaths and prevention of illegal vehicle parking on footpaths.
The commission asked the committee to meet once a month and ensure that action is taken against violators. The right of people to travel safely on public roads and roadsides should not be compromised. The commission also asked the authorities to be cautious in resolving such complaints. The municipal secretary should take the initiative for the formation of the committee. The action is based on a complaint filed by a visually impaired complainant against encroachment of footpaths.
According to the order, there are complaints that freedom of movement is being hindered, despite the orders of the High Court and the Human Rights Commission. Such grievances can be redressed in time if there is a standing committee. The district police chief informed the commission that the police are providing assistance to the municipal squad which deals with complaints against those encroaching on the footpath. Police will assist in case of conflict while removing illegal hoardings.
Parking on footpaths is fined. According to the report, the station house officers have been instructed to create awareness about the danger caused by the arches and flag pennants erected by political parties on public roads and roadsides.
