THIRUVANANTHAPURAM: The smart meter plan will be implemented as per the alternative plan prepared by KSEB itself instead of using the smart meter proposed by the central government. The decision was taken by the full board of directors of KSEB which met on 23rd.

The meeting was held under the presidency of Dr Rajan Khobragade after his removal from the post of KSEB chairman. Normally, KSEB does not take decisive decisions when the chairman vacates. New CMD Biju Prabhakar has not taken charge.

The central proposal was to implement smart meters on the TOTEX model where the entire cost would be borne by a private company. There was also central funding. 37 lakh smart meters were planned to be installed. Both the government and KSEB backed down after organizations in KSEB objected. Central permission was sought to implement the scheme on its own. The alternative decision was taken pending the details of this was sought. It has been decided to build the smart meter with the help of public sector organizations and prepare the software for operation by KSEB itself. Preparations for this, which started last November, have not been completed.

Initially, three lakh meters will be installed, including for government offices, industrial and high-tension customers. How much the meter costs and who pays for it is critical. It is also being considered whether a part of the cost of the meter can be covered by central funds.
