THIRUVANANTHAPURAM: Mutation can be done on the same day of land registration. This system will be implemented next month in three villages where the digital survey has been completed and the final notification (13th notification) has been issued. The system is being implemented through the 'Ente Bhoomi Portal'.
It will be implemented in Ujarulvar village, Kasaragod district; Udayanapuram village, Vaikom, Kottayam district; and Mangad village, Kollam district. It was decided to implement it immediately after the trial in Ujarulvar was successful.
The government has released the title deed models. The registration process will be done through the document writers. With this, Kerala will be the first state to implement a project jointly involving the registration and revenue departments.
There are 1,666 villages in the state of Kerala. The survey has been completed in 330 villages. The digital survey is in various stages in the remaining villages. The project will be implemented in those places as soon as the final notification is issued. This will put an end to the misery of people having to visit the village and taluk offices several times for mutation after registration. There is also a widespread complaint that the only way to get things done quickly is by paying a bribe.
Fast Digital process
'Ente Bhoomi' is prepared by combining the Revenue Department's portal ReLIS and the Registration Department's PEARL portal. The first step is to register the consent of the parties and witnesses (digital endorsement) on the title deed. The details of the party and witnesses involved in the property transaction, the date of registration of the title deed, registration fee etc. will be included in the endorsement. Fingerprints, signatures and pictures will be recorded in it and sent to the concerned village office. Space will be reduced in the thandaper of the person selling the property. It will be added in the thandaper of the person buying it. The mutation will also be completed as the entire process will be done on the day of registration.
