KASARAGOD: Additional Chief Secretary Dr A Jayathilak has issued a new order including an amendment to the general norms and conditions regarding the general criteria and conditions for transfer and appointment through a special portal to avoid staff staying in the same place for years in the Revenue Department.
It is hoped that this will stop the practice of service organizations intervening to deploy persons they need and staying there for years. There is a suggestion that transfer applications of employees who have not completed five years in the mother district should not be considered.
An employee who has completed three years in a seat in the District Collectorate must be transferred to another section. An employee who has completed five years in an office should be transferred to another station nearby. Seat change for those over three years of age should be made by the head of the office and for those over five years by the District Collector according to the list provided by the software. The District Collectors can issue the appointment procedure only if the list of those who have completed five years in the same office in the taluk comprising the head office is approved by the Commissioner of Land Revenue.
The software will arrange for general transfer applications to be received at the Land Revenue Commissioner's login. Dafedar, sergeant, electrician, lift operator, boat srank, gardener, binder, tracer, lasker, deckman, blueprinter, chowkidar, pump operator are excluded from the mandatory online transfer.
