KOZHIKODE: CPM state secretary M V Govindan said the Supreme Court verdict is proof that the rule of law is possible despite fascist tendencies in India. He said this when the media asked about the Supreme Court verdict that set a time limit for the President and Governors to take a decision on bills passed by the Assembly. He was speaking to the media after visiting Kozhikode Archbishop Dr Varghese Chakkalakal.
'The Supreme Court verdict has made the country understand that the rule of law is possible despite the fascist tendencies in India and in the context of the Narendra Modi government trying to implement the corporate Hindutva agenda. It has once again been made clear that the judiciary has the capacity to intervene. It should be constitutional, be it the governor, the president or the prime minister. Interventions to implement the saffron agenda using governors are being corrected in a good way,' clarified M V Govindan.
Meantime, the Center has decided to file a review plea against the verdict that set a time limit for bills. The decision is to file the plea this week itself. The Supreme Court had ruled that the President, like the Governor, has a three-month time limit on a bill passed by the Assembly and has no veto power. The verdict, which set a time limit for the President, was delivered on April 8 by a bench comprising Justices J B Pardiwala and Mahadevan. The Supreme Court clarified that if the President does not take action within the time limit, the states can approach the court.
