The New York Times had published a piece of news about this in 2009. They claim that the soldiers used the pins to keep their necks straight.
Pins are placed on the collar of the uniform in such a way that when the neck is lowered the pin will prick the body. When the neck comes down, the soldier will feel the pain of the pin sticking into his neck. So soldiers try to keep their necks up straight. Not only this but many more methods are tried for this purpose. Another method is wearing the cap backwards. The soldier will have to keep the neck up and straight to prevent the hat from falling off. The Chinese are very disciplined and that is why they follow such strict methods. However, not everyone is made to follow these. This action is taken against only those who do not stand straight.
