Raj Bhavan appointment; government rejects Governor’s special rule

THIRUVANANTHAPURAM: The government has informed its opposition to the Raj Bhavan’s draft special rule for the permanent appointment instead of deputation. Barring the Governor’s four personal staff, every other appointments were to be made permanent.

The government rejected the guidelines that give the Governor the authority to check the efficiency of the employees in probation and in appointment. Also, another guideline says that the Governor can appoint anyone at Raj Bhavan by Co-Terminus system.

All the post at Raj Bhavan is not under the PSC. Therefore, the government is doubtful if every appointment can be sent to PSC.

Every higher official including the deputy secretary are selected through deputation. The scale of those who come on deputation is not compatible with Raj Bhavan. That is why the guideline was made for permanent posting.

Raj Bhavan’s every post is the promotion post of last grade service. Only in their absence can direct appointment and deputation appointment be made. Once the government opposed this a new consultant has been appointed to renew it.

The government has returned the file to Raj Bhavan demanding the changes in draft guidelines. The government said that the appointment in the state is done based on Kerala Public Service Act. The Governor’s guidelines are against the Act.
