THIRUVANANTHAPURAM: Even while knowing the peril and outclass such a move could elicit, the CPM and the left front decided to put a cess on fuel prices after the center cut the borrowing limits for the state government. The central government took away Rs 2700 crores from the loans allotted much to the dismay of many in the government. The decision from the center happened during the last stage works of the Budget. After the center's decision, the government will be able to take only Rs 900 crores loan during the busy months of January, February, and March. Another impetus measure towards the Social Security Seed Fund is proposed to be brought by bringing the Social Security Cess on sale of petrol and diesel at the rate of Rs two per litre, the finance minister said.
