A week to the end of financial year; treasury restrictions tightened, bills will not be passed after 28th

THIRUVANANTHAPURAM: With only a week left before the end of the financial year, the finance department has tightened the restrictions over the treasuries in view of a financial crisis. Ways and Means limits are strictly enforced. Cash flow should also be taken care of. The amount deposited in the treasury can be withdrawn from the accumulated fund of local bodies. Salary, pension, allowances, medical grants, lottery prize money, insurance, tax, etc. are exempted from Ways and Means regulation. All others will be considered only with the approval of the Finance Department.

The money that can be withdrawn from the treasury has been limited to 10 lakhs from February 20. This will continue till March 31.

Bills of government departments and local bodies received after 28 will be transferred to the queue. These bills will not be passed till March 31.

Although the Treasury will function till midnight on March 31, the end of the fiscal year, bills will not be passed. All department heads and officers should submit bills and checks to the treasury before 5 pm on March 29. The Director of Treasury has been instructed not to accept those received after March 29. The allotment letters as per the budget allocation should be submitted to the treasuries on March 25. This is a move to overcome the financial crisis.

The priority for passing bills will be based on the token issued while submitting the bills. These bills will be approved in the next financial year. Bills with incomplete delivery or without a final voucher will not be accepted. Finance Additional Chief Secretary Bishwanath Sinha issued the guidelines. The maximum amount, including project expenses, is withdrawn from the treasury in March. The government needs about twenty thousand crore rupees this month.
