Kerala introduces five-star grading system for toddy shops, unified model ready

THIRUVANANTHAPURAM: In a landmark move aimed at modernizing the toddy shop industry in Kerala, the Kerala Tourism Development Corporation (KTDC) is set to implement a new star classification system. Designed by Architect Shankar (Habitat), the model categorizes toddy shops into three tiers: three cents, five cents and 50 cents, each tailored to different areas. This long-awaited initiative addresses the demands of shopkeepers and aims to streamline the sector's operations.

Under the new system, Excise Department will oversee the classification process, with star status determining the permissible distance from various establishments. Notably, the design of these shops will include direct access to food stalls within the premises, separate toddy delivery locations and the potential for on-site hut installations for 50 cent shops, all within mandatory enclosures. Additionally, designated parking areas will be provided to enhance customer convenience.

One of the most significant changes involves addressing the discrimination in distance regulations. Presently, toddy shops must maintain a distance of 400 meters from places of worship, educational institutions, crematoriums and SC/ST colonies. This requirement varies for bars with five-star bars having a shorter distance of 50 meters while three and four-star bars adhere to a 200-meter distance. In response to shopkeepers' demands, efforts are underway to eliminate this disparity, ensuring fairness across all categories. Another key requirement is the implementation of long-term licenses, allowing shop operators to remain at the same location for a minimum of five years, providing stability and continuity in their business operations.

Furthermore, an amendment has been introduced to permit the sale of toddy in hotels starting from three-star ratings. Despite this provision, there have been no applicants thus far. The license fee for this endeavor is set at Rs 10,000, with the condition that toddy must be sourced from coconut trees within the hotel premises. Additionally, the toddy can be utilized for up to 48 hours before being disposed of and applicants can apply for this license even without holding a bar license.
