THIRUVANANTHAPURAM: The Kerala State Electricity Board’s (KSEB) smart meter project is yet to deliver the expected results. While the first phase has failed to meet its objectives, the second phase is now facing uncertainty.
The smart meters installed in the first phase are yet to function as intended, mainly due to an inefficient software system. There are also difficulties in integrating data from the meters with KSEB’s billing software.
The first phase aimed to install three lakh smart meters. However, meter readings for High Tension (HT) and Extra High Tension (EHT) consumers are still being taken manually, despite the installation of smart meters. Assistant Engineers are carrying out the readings.
Highlighting the irony of having to rely on the traditional method even after installing smart meters, the KSEB Engineers’ Association has written to CMD M. G. Rajamanickam.
The second phase aims to install smart meters for 50 lakh consumers, including domestic consumers, solar prosumers and electric vehicle (EV) charging stations.
However, uncertainty surrounds the awarding of the contract. Gridcrest Technologies emerged as the lowest bidder, quoting Rs 3,240.78 crore, including maintenance costs. However, allegations have surfaced that the contract may instead be awarded to Adani Energy Solutions, which quoted Rs 9,281.75 crore and ranked tenth among the bidders.
The KSEB Board of Directors has left the decision on awarding the contract to the state government. The tender validity expires in the first week of November. If a fresh tender process becomes necessary, the second phase of the project is likely to face further delays.
